Nope; you can breed Larvesta and Volcarona (only breedable Legendary is Manaphy, and you only get Phione which can't evolve into Manaphy), plus you can get plenty of them wild in the X and Y safari. Also, Legendary Pokemon don't evolve. Larvesta is more like the "unique" Pokemon you are given as a gift, kinda like Beldum in Gen III.

Trust me; this is coming from someone who has all 719 available Pokemon at his disposal.
