Actually, yes, it does. Muscle is denser than fat, so the same amount of muscle makes you heavier than a given amount of fat.

However, in order to be that heavy, you do need to be very muscular indeed, or else have a reasonable amount of fat. It is entirely possible to have that BMI and be fit (Rugby players do, for example, as do American Football players in certain positions, I suspect), but you certainly have to be putting significant effort into training to get that heavy without being fat, and people would definitely notice it.

Well Satoshi is fairly muscular, I don't know if that matters. Your bmi scale doesn't tell me anything names. Satoshi's build is similar to Spider man who weighs 180lbs.

Well, Rin has a BMI of 18.6, and is claimed to be reasonably muscular (although I think that is a case of Nasu failing Biology somewhat...), so I'd say that anything over 24 for Sakura is too much. Which means she needs to be 80 pounds or so less at least.

Well, they might go into overweight, but to be classed as obese and still be physically fit you either need to be intentionally trying to be heavy (like a Rugby player or American Football player might) or else basically be a full-time bodybuilder.
