Using Nasuverse ranking systems for a non-Nasuverse character is kind of silly. Lyco Aptera is indeed a dragon - and a spawn of Typhon and Echidna. He's just not at the same level of power as his siblings, besides perhaps Chimera and Orthrus: most of which were slain and/or defeated by Herakles or other heroes.

This is intentional, because he is not meant to be the "most powerful dragon ever". He is also still in the works as far as powers and abilities go.

Also, Mil, Kuro, I intend to send Rider and Kiyoshi your way, but I think it will be easier for me if you start the fight with the vampires (that way, Kioyshi will rush in, and Rider will have no choice but to follow). Otherwise there's not much reason for Rider to even care about your characters.

I was going to let myself get caught up with Lyco Aptera's emotions on the subject - while listening to Amazing Spider-Man 2's Electro theme, but know that allowing Daiki-Enkidu time to respond would be better.
And talking about why he's agitated might help the wingless one calm down.
